SENIOR IT PLANNING ANALYST (Remuneration QR 18,000 + housing and other benefits)
Reports To: Information Technology Manager
1. Basic Function:
To assist in the provision of medium and long term Information Technology Planning services which provide business driven, cost effective integrated application and infrastructure components in accordance with set standards. The incumbent consults with appropriate staff (inside/outside IT), analyses data, advice or recommend solutions utilizing the planning techniques / technology and specialization. Carries out budget and costing analysis, and makes recommendations to Management to assist in the decision making process.
2. Duties Performed:
a. Evaluates new Information Technology technologies and determines suitability to business needs and their impact on Company operations; studies potential application of the technology and strategizes a plan accordingly to meet business requirements
b. Analyzes data to determine solution, such as installation of alternate methods and procedures, changes in processing methods and practices, redesign of management services
c. Engages in the performance optimization and productivity improvement
d. Examines other regional and global IT trends which will have an impact on Cos business and advises the management team accordingly
e. Contributes to the development, implementation and follow-up of Qatari Developees overall program in line with Company commitment to Qatari national development strategy
f. Participates in the development, enhancement of the interface process between Information Technology department and other departments and with shareholders, and other concerned parties.
g. Contributes to the development and implementation of strategies for the Information Technology Department to meet company standards. Also contributes to the development and maintenance of Information Technology business standards, e.g., ISO 9001 as it applies to Information Technology department
h. Co-ordinates, consolidates Information Technology budget and generally monitors the expenditures against approved budget
i. Prepares feasibility studies to evaluate new or existing technologies as requested by user departments
j. Reviews business plans on a regular basis and updates these based on revised assumptions, revised operating conditions, new market and economic data. Continuously seeks to provide an optimized program which will act as the basis for development plans and forecasts
k. Prepares, contributes to and continuously updates the departmental Policies and Procedure documents
l. Prepares and delivers presentations which set out findings and recommendations to management on studies, plans and programs
m. Functions as primary liaison with the Finance Department on budget related issues
n. Contributes to, and provides advice on, the development of contract documentation for the department and tracks progress of these contracts
o. Prepares special reports at the request of IT Manager
p. Provide assistance in the testing and maintenance of the IT Disaster Recovery Plan
q. Prepares for and participates in all Information Technology Department Audits
r. Establishes and maintains an adequate system of internal controls
s. Maintains regular contact with IT staff & Management to be aware of organization’s service philosophy
t. Develops short-term and long-term plans, objectives and goals for the IT department under the direction of management
3. Work Contacts:
a. Works in a developing environment where priorities are adaptive.
b. Works with the IT departments Sections to develop, monitor, and adjust plans and priorities for budgets.
c. Provides advice and guidance on activities and works effectively in a complex multi-national, multi-disciplinary environment.
d. The Job holder advises and assists in the development of IT department policies and procedures and has the responsibility for ensuring these are in line with management requirements and business best practices
e. Continuously review and propose changes to established policies, procedures, technologies and strategies, so that the corporate strategies, latest trends, continuous improvements and best practices are considered.
4. Independence of Operation:
Carries out the necessary tasks within the overall IT department framework and under the direction of the IT Manager. Obtains directions and work instruction from the IT Manager for planning, budgeting, projects and major decisions.
Minimum Requirements:
a. University degree in Computer Science or relevant discipline. Postgraduate training in Information Technology or relevant MBA an advantage.
b. 8 years experience in IT covering all areas of IT operations and 3 years of which working in a multicultural organization in the oil and gas sector a preference. 3 years internal auditing experience in IT and/or ISO9000 Quality Audits a preference.
c. Substantial experience in development and implementation of IT security policies, standards and procedures.
